MULLETT TOWNSHIP BOARD OF TRUSTEE

MEETING MINUTES - JUNE 5, 2018 - 7:00PM

EAST MULLETT HALL - INDIAN RIVER, MI.

The Mullett Township Board of Trustees met at the

East Mullett Hall in Indian River, Michigan at 7:00p.m.

on June 5, 2018.  All Board Members were present:

Kirsch, Osborn, Flory, Brown and Dombroski.



The meeting was called to order at 7:00 p.m. with the

recitation of the Pledge of Allegiance.



Public Comment was opened at 7:01 p.m. and was

closed at 7:03 p.m.



John Brown offered a motion to approve the minutes

of May 1, 2018 with a correction in the spelling of

Gannon instead of "Cannon", original minutes

corrected, second by Kathy Flory, motion carried.



The Treasurer's report is as follows:



      General Fund 101               $730.030.57

Fire Chief Parrott reported the delivery of the new

fire truck for the East Mullett Fire Department.



Fire Chief English reported on the committee for the

new proposed fire hall in Topinabee.  English presented

a proposal for architectural services from a company in

Gaylord:  Seidell Architects.  This company would present

a proposal for preliminary engineering building plans with

cost estimates.  John Brown motioned to hire Seidell

Architects in an amount not to exceed $5,500, with a

second by Dennis Dombroski, motion passed.



Discussion of the maintenance contracts being due this year,

a new contract will be considered for the coming years to do

maintenance at the Mullett Township Hall, East Mullett Hall,

Boy Scout Park, Topinabee Library, Old School House and

Topinabee Beach at the next regular meeting in July.



Jeff Lawson made a presentation for the renewal of the

recycling program for Cheboygan County.  Jeff is the

Cheboygan County Administrator and is interested in

Mullett Township participating in the program which will

begin with the 2018 tax year.  Mullett Township was

wanting to make sure that if the recycling fee was not

paid by an owner of property that the property would

not be foreclosed.  We will need to furnish the Board

of Review with Language to be used when considering

tax issues.  Also, he stated one more township has come

into the system for this year.  We will address the Cheboygan

County Recycling agreement at the regular meeting in July.



Hobart Kirsch motioned to approve an estimate from Northstar

to do a rain garden on the East Side of the Pavilion Parking Lot

next to the trail in an effort to prevent the trail from washing

out in a heavy rain, not to exceed $1000.00 for same, with a

second by Rachel Osborn, motion passed.



Hobart Kirsch reported on the Burt-Mullett Cemetery meeting

and their budget for the coming year which is $14,800.  Mullett

Township will not be assessed any monies for this year: 2018-2019



MULLETT TOWNSHIP BOARD OF TRUSTEES RESOLUTION #5-2018

VACATE PARK STREET NORTHEAST OF TOPINABEE MAIL ROUTE

      ROAD IN MULLETT TOWNSHIP SECTION 30

                                  JUNE 5, 2018



WHEREAS, it is customary to provide fire and rescue services for

township residents to ensure the well being of themselves and their

property, and



WHEREAS, the Mullett Township Board of Trustees has formed a

committee to initiate the building of a new fire hall to enhance fire

and rescue services, and



WHEREAS, the Topinaee Fire Hall Committee has selected a lot

owned by Mullett Township which has plated Park Street running

through it in Section 30, blocks J and K beginning at Topinabee

Mail Route Road and ending at N3 degrees 33'33" W, and



WHEREAS, this section of Park Street is not developed or in use

and runs through the selected lot for a new fire hall, and



THEREFORE, be it resolved that as of June 5, 2018, the section of

Park Street referred to in this resolution shall be vacated.

MULLETT TOWNSHIP ROAD END PARKING ORDINANCE 2018#1



An ordinance to provide for the regulation of the parking of vehicles on Mullett

Township road ends, whether said road ends are under the jurisdiction of Mullett

Township or the Cheboygan County Road Commission and to provide penalities

for the violation thereof.



THE TOWNSHIP OF MULLETT, CHEBOYGAN COUNTY, MICHIGAN ORDAINS:



Section 1: Title



This ordinance shall be known and cited as the Mullett Township Road End

Parking Ordinance



Section 2:  Definitions



The words "park" or "parked" wherever used in this ordinance is defined to mean

allowing a vehicle to remain standing, whether running or not and whether

attended or not.



The words "road end" wherever used in this ordinance is defined to mean

the last 100 feet of Beeson Street terminating at Mullett Lake, the last

100 feet of Woodruff Road terminating at Mullett Lake, the last 100 feet

of Topinabee Mail Route terminating at Mullett Lake, the last 100 feet

of Devereaux Lake Road terminating at Mullett Lake, and the last 100

feet of Jewell Road terminating at Mullett Lake.



The word "vehicle" wherever used in this ordinance is defined to include

an automobile, truck, four wheeler, empty trailer, boat loaded on trailer,

or motorcycle.



Section 3:  Regulations



A.  No vehicle shall park or be parked or otherwise allowed to stand, attended

or not within the limits of any township road end during the hours of 9:00a.m.

to 9:00 p.m. except temporarily that is for periods not exceeding 15 minutes,

and while loading and unloading items to be utilized on the road end.



B.  No vehicle shall park or be parked or otherwise allowed to stand or not,

within the limits of any township road end during the hours of 9:00 p.m.

and 9:00 a.m.



Section 4: Violation, Penalities



A violation of this Ordinance constitutes a municipal civil infraction.  Any

person, firm, corporation or legal entity who violates, disobeys, omits,

neglects or refuses to comply with any provision of this Ordinance, or any

amendment thereof, shall be in violation of this Ordinance and shall be

responsible for a civil infraction.  The civil fine for a municipal civil

infraction shall be not less than one hundred dollars ($100.00) for the

first offence and not less than two hundred dollars ($200.00) for subsequent

offenses, in the discretion of the court, in addition to all other costs

damages, expenses and remedies provided by law.  For purposes of this

section, "subsequent offenses" means a violation of the provision of

this Ordinance committed by the same person, firm, corporation of

legal entity within twelve (12) months of a previous violation of the

same provision of this Ordinance for which said person admitted

responsibility or was adjudged to be responsible.  Each day during

which any violation continues shall be deemed a separate offense.



Mullett Township may tow, or cause to be towed and may impose, or

cause to be impounded any vehicle which violates this ordinance.  The

cost of towing or impounding a vehicle shall be paid by the owner thereof

prior to the same being released.



Section 5:  Signs



Mullett Township may erect, or cause to be erected, signs on township

road ends to place the public on notice of the adoption and legal effect

of this ordinance.



Section 6:  Validity



Should any section, clause or provision of this ordinance be declared by

the courts to be invalid, the same shall not affect the validity of the

ordinance as a whole or any part thereof, other than the part so

declared to be invalid.



Section 7:  Conflicting Provisions Repealed



Any ordinances or parts of ordinances in conflict with any of the

provisions of this ordinance are hereby repealed.



Section 8:  Effective Date



This ordinance shall take effect thirty (30) days after the date that it

or a summary thereof is published in a newspaper of general circulation

within Mullett Township as provided by the laws of the State of Michigan.

Hobart Kirsch reported on the possibility of doing a speed study on North

East Mullett Lake Road with a look at the speed signs already on the road

and the lack of traffic, there wouldn't be a justification to do a speed study

at this time.



Huron Pines will be meeting with the township officials to take a look at the

Japanese Knotweed in our area of Mullett Township.  They will be helping

the township in the eradication and possible containment of this noxious

weed.  Huron Pines have visited the township before and have been aware

of the problem and will meet with us on June 11, 2018.



There is a property that has come up for tax sale in Mullett Township. The

board suggested Mullett Township take a look at this property and decide

if we are interested in using this property at 5115 Pruyn Street in Topinabee

for a public use.  This item will be on the agenda July 10, 2018



Motion by John Brown to pay the bills, with a second by Rachel Osborn,

motion passed with one opposed vote.

The Mullett Township Board of Trustees met at the

Mullett Township Hall in Topinabee, Michigan

at 7:00 p.m. on May 1, 2018.  The following

board members were present: Hobart Kirsch,

Rachel Osborn, Kathy Flory, John Brown.

Dennis Dombroski was excused.



The meeting was called to order at 7:00 p.m. with

the recitation of the Pledge of Allegiance.



Public Comment was opened at 7:01p.m. and

no comments were presented.

Public Comment was closed.



The approval of the minutes of March 6, 2018 was

offered in a motion by Kathy Flory with a second

by John Brown and the motion was passed.

Barb Murphy of 1579 Cannon Dr., Indian River,

Michigan read a proposal for a speed limit change

on East Mullett Lake Road.  The proposal will be

added to the minutes.  Hobart Kirsch will contact

the Cheboygan County Road Commission for a

speed study.



Hobart Kirsch reported to the board about the

progress of the Fire Committee is making regarding

the building of a new fire hall.



Topinabee Fire Chief Mike English reported to the

board an exposure to fire at a number of 32.  Their

average response time is 7:59 minutes and the

average mileage is 3.1 miles.  In addition to medical

runs, there were also training sessions.



East Mullett Fire Chief John Parrott, reported two

medical runs as well as several smoke alarm problems

answered.  The new fire truck will be delivered on

Monday at 6:00 p.m., May 7, 2018 at the East

Mullett Fire Hall on North East Mullett Road in

Indian River, Michigan



John Brown motion to give permission to East Mullett

Fire Department to take the foam truck to the Onaway

Race Track for an event there with a second by Hobart

Kirsch, Motion passed.



        MULLETT TOWNSHIP #6-2018

POLICY AND PROCEDURES FOR PRINCIPLE

RESIDENCE DENIALS



When a Principle Residence is denied for a property

within the Mullett Township, these procedures and

steps shall be followed:



*  Copies of the "local unit denial, form 2742"

    completed by the Assessor are distributed to the

    Mullett Treasurer, Cheboygan County Treasurer,

    and the Cheboygan County Equalization

    Department.  Those copies will also be sent as

    necessary with a batch cover to the Michigan

    Department of Treasury, A copy shall remain

    on file with the Mullett Township Assessor.



*  Any denials received from Cheboygan County

    Treasurer shall also be distributed to the

    Mullett Treasurer.



*  Any State of Michigan denials received from

    Treasury shall also be distributed to the Mullett

    Tresurer.



*  When a denial is received, the Mullett Treasurer

     should use the form 4142 prescribed by the

     Michigan Department of Treasury for the

     distribution of interest and penalty when

     necessary.



*   The for form 4142 is attached to this policy

Hobart Kirsch has been talking to some residents

about a blight ordinance.  A letter was ready by

Hobart from Patty Borwicz.  The letter concerns

the blight in the Topinabee area.  She would like

the board to consider passing a blight ordinance

for the township of Mullett.  Her concern was

focused on three properties  in particular in

Topinabee.  The letter will be put into the record.



The resolution to vacate Park Street was tabled until

we check with Cheboygan County Road Commission.



Motion to add Irene Tryban as Deputy Clerk to all

Citizens National Bank Accounts (except Tax Savings

and Tax Checking Accounts) and remove Debbie

Bettis, Deputy Clerk.  Also, to all other bank accounts

held by Mullett Township including Fifth-Third,

SAFCU, First Federal, First Community and any

other new accounts that may be opened.

The signature cards will consist of:  Rachel Osborn,

Clerk,  Irene Tryban, Deputy Clerk

Kathy Flory, Treasurer - Judy Jacalone, Deputy

Treasurer by Kathy Flory, supported by Rachel

Osborn, motion passed.



On a motion by Hobart Kirsch to pass the Cheboygan

County Recycling Agreement, no support was given

and when asked by all those opposed, all board

members opposed.  Motion died for lack of support.



John Brown motioned to retain MacArthur Law Firm

as the attorney (Timothy MacArthur) to represent

Mullett Township for the fiscal year 2018-2019 with

a retainer of $500.00 which will cover 3.3 hours of

legal services before billing any services will commence.

Kathy Flory seconded and the motion was carried.



On a motion by John Brown to give the clerk permission

to purchase a new laptop for the election poll book in an

amount not to exceed $650.00 with a second by Kathy

Flory.  Motion passed.



There was a discussion of possibly creating trail in

Boy Scout Park and the need to check with the county

for permits to carry out the project.  This trail will

run East and West parallel to Mullett Lake.



John Brown motion to pay the bills, Hobart Kirsch

seconded and the motion passed.

The Mullett Township Board of Trustees met at the

Mullett Township Hall in Topinabee, Michigan at

7:00 p.m. on March 6, 2018.  The following board

members were present:  Hobart Kirsch, Rachel

Osborn, Kathy Flory, and Dennis Dombroski.

John Brown was excused.



The meeting was called to order at 7:00 p.m. with

the recitation of the Pledge of Allegiance.



The public comment was opened and closed at

7:01 p.m., with no comments from the public.



Kathy Flory motioned to approve the minutes of

February 6, 2018, regular meeting with second by

Hobart Kirsch, motion carried.



Kathy Flory motioned to approve the minutes of

February 12, 2018 Budget Workshop meeting

minutes with a second by Hobart Kirsch, motion

passed.

Fire Chief John Parott reported that C.S.I will be

flying him out to inspect the new fire truck for the

East Mullett Fire Station at the end of March, the

township will pick up his mileage expense to the

Traverse City Airport.



Mike English, Chief of Topinabee Fire Department

reported that the following firemen received special

recognition at the Cheboygan County Fire Association

Ball:  Rich Kauffman, John Parrott,Carol Magnon,

Brian Wallace, Brian Coffell, Paul Schoenith, Scott

Wolpert, Duane Smith, Chip Holland and Mike English.



THE BUDGET HEARING WAS OPENED AT 7:20 PM



On a motion to delete the first four pages of the

Personnel Policy of June 3, 2013 which was adopted

by the Mullett Township Board regarding employee

issues by Kathy Flory, with a second by Hobart Kirsch

motion passed.



Kathy Flory motioned to adopt the Holiday Pay

structure as follows:  full time and part time employees

on an hourly rate basis shall be granted time off with

pay for a holiday.  Employees will receive

compensation for the holiday based on the number of hours

regularly scheduled to work on that day.  The designated

holidays are Christmas, New Year's Day, Thanksgiving

and 4th of July.  The motion was seconded by Dennis

Dombroski and the motion was passed.



Rachel Osborn made a motion to set an hourly rate for

the Deputy Clerk at $12.00 per hour with a second by

Kathy Flory, motion passed.



Rachel Osborn motioned to set the hourly rate for the

election manager at $13.00/hour and the election

inspectors at $12.00/hour, with a second by Kathy

Flory, motion passed.



RESOLUTION #2-2018 TO ESTABLISH TOWNSHIP

OFFICERS SALARY FOR MULLETT TOWNSHIP

TREASURER - MARCH 6, 2018



WHEREAS, pursuant to MCLA41.95(3), which provides

that in a township that does not hold an annual meeting,

the salary for officers compensation for this position remains

equitable and commensurate with the duties of said elective

office now,



THEREFORE, be it resolved that as of April 1, 2018, the

salary for the following township office shall be:

Treasurer yearly salary of $19,500.00.

MULLETT TOWNSHIP BOARD OF TRUSTEES

BUDGET WORKSHOP MINUTES - FEBRUARY

12, 2018 6:00PM - MULLETT TOWNSHIP HALL

      TOPINABEE, MICHIGAN 49791



The Mullett Township Board of Trustees met at the

Mullett Township Hall in Topinabee, Michigan on

February 12, 2018 at 6:00 p.m., to discuss the Fiscal

Year Budget for 2018-2019.  All Board Members

were present:  Hobart Kirsch, Rachel Osborn,

Kathy Flory, John Brown and Dennis Dombroski.



The meeting was opened at 7:06 with the Pledge of

Allegiance.



There was no Public Comment.



A discussion was entered into regarding the Topinabee

Public Library.

On a motion by John Brown to raise Ann Klebba wages

from $11.00/hour to $12.50/hour beginning on April

1, 2018, with a second by Dennis Dombroski, motion

passed.

Dennis Dombroski motioned to raise Patty King from

$14.00/hour to $14.50/hour beginning on April 1, 2018

with a second by John Brown, motion passed.

The total wages for the two part time librarians totals

$27,300.00.  With Judy Jacalone being a substitute at

$11.00/hour wage;  the total wages would need to be

$28,300.00 for fiscal year 2018-2019.

The Library budget was discussed and all expenses and

revenue agreed to by the board.



The Board looked at all of the revenue and expenses

for the General Fund, Fire, Liquor Fund and Light

Fund.



There was a general discussion of internet usage by the

board member for Mullett Township business, on their

personal computers.  On a motion by Rachel Osborn:

that all Mullett Township Board Members should be

reimbursed for internet with a second by Kathy Flory,

motion passed with one nay vote by Dennis Dombroski.



Kathy Flory motioned to pay the clerk a total of $19,500.00

salary for the fiscal year 2018-2019  with a second by

John Brown, motion passed with one nay vote by

Dennis Dombroski.



Rachel Osborn motioned to pay the treasurer a total of

$19,500.00 salary for the fiscal year 2018-2019 with a

second by John Brown, motion passed with one nay

vote by Dennis Dombroski.



Discussion:  a Mullett Township Newsletter going out]

in the tax bills.  John Brown motioned to include only

pertinent tax information with the tax bills.  Dennis

Dombroski seconded and the motion was carried.

RESOLUTION #3-2018 TO ESTABLISH TOWNSHIP

OFFICERS SALARY FOR MULLETT TOWNSHIP

CLERK - MARCH 6, 2018



WHEREAS, pursuant to MCLA41.95(3), which provides

that in a township that does not hold an annual meeting,

the salary for officers composing the township board shall

be determined by the township board, and



WHEREAS, the board of Mullett Township deems it

desirable to adjust the salary of the township clerk to

ensure that compensation for this position remains

equitable and commensurate with the duties of said

elective office, now



THEREFORE, be it resolved that as of April 1, 2018,

the salary for the following township office shall be:

MULLETT TOWNSHIP GENERAL APPROPRIATIONS

ACT FOR FISCAL YEAR 2018-2019

                      RESOLUTION #4-2018



A resolution to establish a general appropriations act for

Mullett Township to define the powers and duties of the

Mullett Township Officers in relation to the administration

of the budget.  The Mullett Township Board of Trustees

resolves:

1.  The resolution shall be known as the Mullett Township

      General Appropriations Act.

2.   The Supervisor shall be the Chief Administration

      Officer and shall perform said duties.

3.   The Clerk shall be the Fiscal Officer and shall perform

      said duties.

4.   For general law townships:  Pursuant to MCLA141.142:

      141:143, a notice of public hearing on the proposed

      budget was published in the Straitsland Resorter.  A

      public hearing on the proposed budget was held on

      March 6, 2018

6.   Mullett Township Board of Trustees adopted the

      2018-2019 fiscal year budget by cost center.

      Township officials responsible for expenditures

      may make transfers among the various line items

      in the cost center.  The board shall be notified of

      any transfers among various cost centers with a

      request for a budget adjustment to be approved.



7.   The Fiscal Officer shall transmit the to the board

      at the end of each quarter: a report of the expense

      for each one of the five funds in the Budget: 101,

      206, 212, 219, 271

MULLETT TOWNSHIP CREDIT CARD POLICY



The Mullett Township Clerk is responsible for issuing

accounting for, montoring, retrieving and generally

overseeing compliance with the township's credit card

policy.



Township credit cards may be used only by an officer or

employee of the township for the purchase of goods and

services for the official business of the township.



The use of township credit cards is limited to the following

circumstances:

    Purchases up to the limit prescribed by the board

    For travel, meals and accommodations while on

    township business (excluding expenses incurred in

    operating a privately owned automobile)

    Gas, oil and other necessary expense incurred in

    operating a township owned vehicle



Township officer and employees who use a township credit card

shall, as soon as possible, submit a copy of the vendor's credit

card slip to the Mullett Township Clerk.  If no credit card slip

receipt was obtained that described the transaction, the

employee shall submit a signed voucher that shows the

name of the vendor or entity from which goods or services were

purchased, the date and amount of the transaction, the

official business that required the transaction, and the

chart of account number indicating the line item to which

the transaction is to be charged.  All credit card slips

receipts shall include this information as well.  Vouchers

shall also include a statement why a credit card slip/receipt

was not obtained.



A township official or employee who is issued a credit card

is responsible for its protection and custody.  If a credit card

is lost or stolen, the Mullett Township Clerk shall be notified.

The entity issuing the credit card shall be immediately

notified to cancel the card.



A township officer or employee issued a credit card shall

return the credit to Mullett Township Clerk upon termination

of his or her employment or service with the township.



The Mullett Township Clerk shall maintain a list of all

credit cards owned by the township, along with the

name of the official and employee who has been issued

the credit card, the credit limit established, the date

issued and the date returned.  Each employee shall

initial the list beside his or her name to indicate agreement

that credit card has been issued, and that the employee

has received and read a copy of this policy.



The Mullett Township Clerk shall review each credit card

statement as soon as possible to ensure that transactions

that appear on the statements that are not documented with

a credit card slip or a signed voucher shall be immediately

investigated.  Transactions that do not appear to comply

with this policy shall be reported to the township board.



The township board shall not approve a payment to the entity

issuing the credit card until all transactions have been

verified, including the approval of all transaction invoices

if issued.  The balance, including interest due on an extension of

credit under the credit card arrangement shall be paid for

within not more than 60 days of the initial statement date



Township officials and employees who use a township credit

card in a manner contrary to this policy shall be subject to

disciplinary action including possible termination of

employment, reimbursement to the township for unauthorized

expenditures, legal action or criminal liability.

A discussion ensued regarding the Mullett Township Road

End Parking Ordinance.  It was determined a re-do was in

order to clarify the ordinance before passing same.



Board Comments:  Dennis Dombroski expressed his

displeasure with the board for reimbursement of internet

for Board Members.

Kathy Flory says she is finally able to clean-up the Liquor

Fund address problem and will start receiving the State

Aid checks again.

Rachel Osborn had talked to Paul Repasky about the storm

sewer system and does MDOT want to pay to hook into

our sewer system if so, the size of the pipe on the drawings

would stay the same; however, if MDOT does not want  to hook

up into our system and pay for it, we could down size our

pipe system in the restroom parking lot and save the

township money for the restroom parking lot up-grade.



Dennis Dombroski made a motion to pay all the bills except

the internet reimbursement for the board members with a

second by Hobart Kirsch,  Kathy Flory and Rachel Osborn

opposed and the motion died for lake of support.



Rachel Osborn motioned to pay all the bills including the

internet reimbursement for the board members with a second

by Kathy Flory, motion passed.

The Mullett Township Board of Trustees met at the

Mullett Township Hall at 7:00 p.m. in Topinabee

Michigan 49791.  The following Board Members

were present:  Hobart Kirsch, Rachel Osborn,

John Brown and Dennis Dombroski.



The meeting was called to order at 7:00 p.m. with

the Pledge of Allegiance.



Public Comment was opened at 7:01 p.m. with

comments from the members of the community

expressing an interest in pursuing a blight ordinance.



Public Comment was closed at 7:05 p.m.



Dennis Dombroski motioned to approve the minutes

of the January 9, 2018 meeting by John Brown.

Motion passed.

John Brown reported the Oak Hill Cemetery meeting

will take place on February 8, 2018 at 7:00 p.m.

at Aloha Township.  All Board Member are welcome

to attend.



Dennis Dombroski reported the Burt Trail has received

a MDNR Grant for the trail going from the Riggsville

Road down to Birchwood. At the next phase will be

addition of a shoulder on Topinabee Mail Route

coming into Topinabee



Clerk to check with Wade Trim on the finality of the

storm sewer drawing for parking lot buy restrooms



Cheboygan County Road Commission has read over

the Parking Lot Ordinance and have given their

approval of same.



Hobart Kirsch to work with the Cheboygan County

Road Commission to complete the process for

Mullett Township taking over the Woodruff Road

End with a public hearing.



A letter from TDA was read in full.  They are

suggesting Mullett Township complete the entire

parking lot in front of the restroom by borrowing the

funds to do same.  With the staging of each section

being a concern.



John Brown motioned to pay the bills except the one

internet bill, seconded by Dennis Dombroski.

Motion passed.

The clerk called for a motion to elect a moderator for

this meeting.  On a motion by John Brown to elect

Dennis Dombroski as the moderator for this meeting

January 9, 2018 with a second by Kathy Flory, motion

passed.



Open comment was opened at 7:01 p.m., with a question

by Dean Heaston regarding garbage left out in the open.

It was suggested by Cal Gouine if there is garbage in the

right of way, then a call to the Sheriff to report such an

event would be in order.

Kathy Flory made a motion to transfer from the Old

the Liquor Fund Saves 212330002 account, seconded

by John Brown, motion passed.



The Topinabee Fire quarterly report was presented by

the Fire Chief Mike English.  It is a very complete

report detailing all runs 35 with an average dispatch

time at l.6 minutes, average arrival time 7.14 minutes,

average mileage is 3.7.  They also did five training

sessions including an ice rescue training.



At the request of the Mullett Township Assessor,

Clayton McGovern, the Poverty Guidelines for the

Mullett Township Board of Review was reaffirmed

for the Board of Review for the Year 2018



A Resolution 2018#1 was passed regarding Property

Transfer Affidavit fees and penalties which would

waive same.



John Brown made a motion to pay the bills, which

was seconded by Kathy Flory, motion passed.

John Brown motioned to approve the minutes of the

October 3, 2017 meeting which took place at the

seconded the motion which was passed.

A new fire truck is being purchased for East Mullett.  In

order to take advantage of a discount which is being

offered by Spartan (the maker of the truck) in the amount

$1,919.00, we will make a down payment of $170,000.00.

On a motion by Kathy Flory to transfer from account

206336003.6 an amount of $30,000.00 and to transfer

from account 206336003.5 an amount of $140,000.00

(both accounts are First Federal) to the general checking

at Citizens National, seconded by Dennis Dombroski,

motion passed to complete the transaction of payment

to Spartan.



On a motion by John Brown to enter into an agreeemnt

with the Cheboygan County Road Commission to

snowplow the Boy Scout DNR Public Access in the

amount of $586.00, which was seconded by Hobart

Kirsch, motion passed.



A discussion was entered into regarding the Road End

Parking Ordinance.  Dennis Dombroski suggested we

add the Devereaux Lake Road End to the Woodruff

Road End Beeson Road End and the Topinabee Mail

Route.  Each of the Road Ends will need to be defined

as an area and also the Fire Lane Denotation will need

to be added.  Hobart Kirsch will work with the Road

Commission on how to go forward with this ordinance.

Further discussion will take place once the information

comes to the board.



A THANK YOU to the Topinabee Development

Association for the more than generous donation of

$5778.91 which paid for the engineering services for

the Pavilion Enhancement Project which was performed

by Wade Trim, Inc.



Motion by Dennis Dombroski to approve the landscaping

and sign for Spring installation for the Parking Lot at the

Pavilion with a minimum down payment to Northstar and

also an approval for the sign to be purchased from Danthonia

for an amount not to exceed $4,500.00, seconded by John

Brown, motion passed.  Thank you to Linda Miller for

the design of the Topinabee Beach Park sign.



The Charter Communication franchise is up for renewal,

Hobart Kirsch will be communicating with the company to

see if there is a way to provide service to the communities

in Mullett Township that do not have wi-fi?  He will

report back to the board concerning same.



Dennis Dombroski motioned to approve the purchasing

of the two signs for the library which need to be replaced.

These signs will be purchased from Danthonia for an

amount not to exceed $3,500.00 which will include the

installation of the signs, with a second by John Brown,

motion passed.



Public Comment was opened at 8:00 p.m. Sherry Nelson

and Dean Heaston expressed an interest in getting a

Mullett Township Newsletter out to the residents.

Sherry Stefanes, President of the Friends of the Library

would like the township to get an irrigation system to the

library garden.  Also more landscaping around the

library.



Public Comment was closed at 8:15 p.m.



Rachel Osborn motioned to replace the outside light at the

East Mullett Fire Hall in an amount not to exceed $700.00,

seconded by Hobart Kirsch, motion passed.



\Hobart Kirsch has been working with the Cheboygan County

Road Commission in an effort to get fog lines on roads in

Mullett Township.  It looks like we will be able to accomplish

in the Spring at a cost of around $5,000.00.  This item will be

added to the 2018-2019 budget.

Community Church that the Mullett Township

Board will be interested in pursuing a community

center in the future and would welcome their

participation in helping to accomplish a place

where the community can gather, seconded by

An honorable letter was received from the State

of Michigan addressed to the Topinabee Fire

Department.  This letter honored the fire

department for their service to Mullett Township

and thanked them for their dedication.  The letter

was signed by Governor Snyder.  The certificate

will be framed and put in the Mullett Township Hall.



Hobart Kirsch signed the Charter Communications

franchise since it is not an exclusive contract which

will allow other companies to come into Mullett

Township and offer service to our residents.



By consensus, the board decided to set the budget

meeting for February 12, 2018 at 6:00 p.m.



On a motion by Dennis Dombroski to set the clean-up

days for August 4, 2018 in Topinabee and August 11,

2018 on Derby Road, with a second by John Brown.

Motion passed.

East Mullett Fire Department reported 9 EMS runs and

license renewal, total number of incidents was 15, pump

training was performed as well as hand and carry tools,

Topinabee Fire Department reported 29 EMS runs, total

number of incendents was 41, one building fire, one off

road vehicle equipment fire, several swimming water

areas rescue, one dumpster fire.



Discussion of coming projects for Boy Scout Park for 2018

2019 budget year are as follows:  Double fire rings,

Sign: Carry-in=Carry out:  Repair main gate:  Replace 2

foot posts on East side of drive:  Boat dock and stair for same:

John Brown reported the Oak Hill Cemetery Board will be

discussing the clean up of the premises at their next meeting.



Hobart Kirsch reported on the restroom care which was the

replacement of a switch and not the well pump, also had

the septic pumped and drain lines cleaned.  He requested

a motion to purchase wood chips for the play area in the

Topinabee Beach Park.



Kathy Flory motioned to purchase wood chips for the play

areas in the Topinabee Beach Park in the amount of $l,525.00

delivered, seconded by John Brown, motion passed.



Motion by John Brown to have Hobart Kirsch get two bids

for grinding down the stumps in the parking lot by the

restroom in Topinabee and choose the smaller bid and pro

ceed with the grinding of the stumps before the next

meeting and before it snows, seconded by Dennis

Dombroski, motion passed.



Motion to pay the bills was offered by Dennis Dombroski,

and seconded by John Brown, motion passed.

There was a discussion of the need to take care of the East

Side of the Topinabee Fire Hall Parking Lot.  It was

decided Hobie Kirsch would order afton stone for same.

Also, would take care of the low spot by the public

restroom.



Dennis Dombroski motioned to approve an amount not to

exceed $1,500.00 for a new sign for the Library/Depot.

Seconded by John Brown, motion passed.  Patty King

had received a $1150.00 grant from Northland Coop

for the Topinabee Public Library.  The grant money

will be spent on the new sign.



On a motion by Dennis Dombroski to pay all of the

invoice to Spierling Trucking and Excavating except

the portion for the asphalt which was provided by

Reith-Riley who will provide the township with a

waiver for same.  The amount of the total contract

payment is $23,162.06 less the amount of $6,921.00

for asphalt provided by Reith-Riley will allow the

clerk to issue a check to Spierling Trucking and

Excavating for $16,241.06 asap.  Should the waiver

come in from Reith-Riley before the next regular

scheduled board meeting, the clerk is allowed to

issue a check for the balance of the contract in

the amount of $6,921.00 to complete the payment

of the contract without board approval.  John Brown

seconded the motion and the motion is passed.



Michigan Township Participating Plan who is the

insurance company covering all of the Mullett

Township properties and assets have requested a

meeting.  This meeting would include the two

Fire Chiefs, two Mullett Township Board

Members. The purpose of the meeting is to

discuss with the Risk Control Representative

the functions of the two Fire Departments.

Michigan Township Participating Plan have

changed their policy and wish to bring up to

date their records.  Dennis Dombroski and

Hobart Kirsch will serve in their capacity

as board member and Hobart Kirsch will set

up the time and place of the meeting.



Dennis Dombroski brought several items to

the board:  there is a need to figure out how

to correct the situation of the handicap ramp

at the beach from moving out of place because

of springs popping up in the area of the ramp:

the landing zone in play areas need to be one

foot deep of wood chips at the Topinabee

Beach,  Hobart Kirsch to replenish those

areas of play.



Dennis Dombroski would also like to have

Hobart Kirsch check with the Cheboygan

County Road Commission about doing fog

lines on secondary roads



Hobart Kirsch informed the board that the

Boy Scout Camp launch will not be usable

until Spring 2018.



The Clerk read a Thank You note from the

Topinabee Firemens Association for the use

of the park and support of the community.

Topinabee Fire Department reported a busy month with mostly

medical runs.



The Centennial Committee is in the process of planning the

celebration on August 20, 2017 which is the day as the Topinabee

Fire Association Chicken BBQ.



Tip of the Mitt Watershed Council will be working with Mullett

Association Historical Sign Construction Contract

The Clerk declared the contract approved,



Dennis Dombroski motioned to pay the bills with a second by John Brown,

motion passed.



MULLETT TOWNSHIP - LONG POINT ASSOCIATION HISTORICAL

SIGN CONSTRUCTION CONTRACT



WHEREAS,  the Long Point Association intends to construct and install

a sign along the North Central State Trail right of way in the vicinity of

Long Point which will provide historical information to those individulas

using the trail, and



WHEREAS,  said sign will provide a benefit to both the residents of

Mullett Township and the visitors to said township using said trail, and



WHEREAS,  Mullett Township is authorized by MCL339.161 to

appropriate funds to advance the historical interests of the township, and



WHEREAS, the Township Board of Trustees for the Township of

Mullett believes that it is in the best interests of the residents and

visitors to Mullett Township to have said historical sign located on

the North Central State Trail right of way in the vicinity of Long

Point, and



WHEREAS, the Township Board of Trustees of the Township of

Mullett desires to contract with the Long Point Association to have

the aforesaid historical sign constructed and installed: and



WHEREAS, the Long Point Association desires to contract with

the Township of Mullett in order to be able to construct and install

the aforesaid historical sign.



NOW THEREFORE, THE PARTIES AGREE AS FOLLOWS:

1.  That the Township of Mullett does agree to pay the sum of

Three Hundred and 00/100s ($300.00) Dollars to the Long Point

Association to be used by said association for the construction and

installation of an historical sign in the vicinity of Long Point

within the Township of Mullett and the Township Treasurer is

hereby authorized to make said payment forthwith.

2.  That the Long Point Association does hereby agree to use

the sum of Three Hundred and 00/100s ($300.00) Dollars

provided to it by the Township of Mullett to construct and

install a historical sign on the North Central State Trail

right of way in the vicinity of Long Point within the Township

of Mullett.

MULLETT TOWNSHIP BOARD OF TRUSTEES

 MEETING MINUTES - JULY 11, 2017

7:00PM - MULLETT TOWNSHIP HALL -

     TOPINABEE, MICHIGAN 49791



The Mullett Township Board of Trustees met at the

Mullett Township Hall in Topinabee, Michigan on

July 11, 2017 at 7:00 p.m.   All Board Members were

present:  Hobart Kirsch, Rachel Osborn, Kathy Flory

Dennis Dombroski and John Brown.



There was no public comment.



Motion by Dennis Dombroski and seconded by John

Brown to approve the minutes of the June 6, 2017

Mullett Township Meeting.  Motion passed.



Expenditures report for the First Quarter of Fiscal

Year 2017-2018 is as follows:



     General Fund 101              $81,481.09

     Fire Fund 206                      69,976.07

     Liquor Fund 212                       279.90

     Light Fund 219                      2,649.49

     Library Fund 271                 11,239.16



Treasurer's report is as follows:

East Mullett Fire Department reports all is well on the Eastside.

Topinabee Fire Department reported a lot of runs (39) with

medial and power line work for the township.



Discussion of a Newsletter for Mullett Township will be

considered at Budget time on how to finance a delivery system

whether it be newspaper or other means.



Hobart Kirsch reported the Centennial Committee will be

working on a celebration on August 20, 2017 in Topinabee

to commemorate the 100 year anniversary of the establishment

of Mullett Township.  This will include the Annual Chicken

BBQ put on by the Topinabee Firemens Association.



On a motion by John Brown to go with First Bankers for the

new fire truck financing at a fixed rate of 2.42 which was

locked in over the period of the loan for fire years if we

respond within a ten day time limit. Clerk will notify First

Bankers on July 12 and set up the necessary paperwork to

complete.  Seconded by Kathy Flory and the motion was

passed.



Dennis Dombroski motioned to do a down payment for the

new fire truck in the amount of $170,000.00, seconded by

Hobart Kirsch.  Motion passed.



Kathy Flory motioned to pay the new deputy clerk a starting

rate of $10.00 an hour until such time for a review at budget

time with a second by John Brown.  Motion passed.
Hobart Kirsch made a motion to have Vieau Tree remove

the trees (2) in the parking lot by the restrooms where a

new parking lot will be installed in the future, seconded by

John Brown, motion passed with a budget of $2500.00 for

removal of trees and stumps.



John Brown mentioned he had attended a DNR meeting

and brought maps of the proposed cuts of timber in

Mullett Township and Cheboygan County.



Dennis Dombroski motioned to pay the bills with a second

by John Brown, motion passed.
